1. First of all you’ll need to get some heavy construction paper or some flexible poster board. It will make for the base of the hat. Actually one of the best materials to make a birthday party hat from is craft foam.
When working with craft foam, use tacky glue or a hot glue gun. Regular school glue won’t work. Remember that you’ll also need hole punches and rulers to make hats.
2. So after prepairing all the materials you should cut the paper so it’s a square not a rectangle. Use wavy decorating scissors for more detail around the brim. Make sure that the hats will fit on the kids or adults at the party (a suitable size usually is 8×8 inches).
Then staple the ends together in two or three different places. Make sure that the staples bent all the way in so they don’t hurt anyone.

3. The next step is to add some decoration on the hats. So you can use foam stickers, construction paper and markers in order to make the hats more suitable for the theme of the party. You can also put frizzy cotton balls on the point of the hat. This can be done with a little bit of hot glue.
4. If you have a younger audience, you might want to put strings around the bottom of the hat. Take a hole puncher and punch a hole on a side and another one directly across from it. Instead of using regular old string, use fuzzy yarn. When attaching the string, have a little extra support by stapling the ends of the string to the hat.
